I am specialized in the field of administrative law (in particular in public procurement for work, services, supplies and concessions), accounting law (liability of the Public Administration and administrators, managers and officials, tax damage), insurance law and professional civil liability .

I graduated in Law from the University of Bologna in 1990.

I have been a member of the Bar of Bologna since 1997 and I can represent clients before the Supreme Court.

I gained relevant experience as a civil servant from 1991 to 1996 and I have been a pro-tempore manager of the Public Administration in 1994: I directly experienced the issues that the Public Administration is facing daily.

I am a member of the independent performance assessment body (OIV) and I am a registered commissioner in the Anac register.

I am a qualified professor of legal and economic disciplines and gave more than one hundred and fifty lectures with a main focus on the civil, criminal and administrative liability of the administrators, managers and civil servants, on works contracts, services, Public Administration insurances, insurance brokerage within the Public Administration and legal protection.

I published some scientific essays for Maggioli Editore and Gedit Edizioni on the topics of Offices and Services regulation of the local authorities, Compensation for damage and liability with a focus on the insurance policies in the Public Administration and on Insurance brokerage in the Public Administration and I collaborate with some of the main legal and scientific journals (AziendItalia, LexItalia, Appalti & Contratti, Assinews, etc.).
